Wen Renbao (Wuyuan County Public Security Bureau, Bayannur, Inner Mongolia 015100) Abstract: Modern human resource management emphasizes improving organizational performance through scientific allocation and incentive mechanisms, requiring integrated resources to address grassroots governance challenges from a systemic optimization perspective. Based on practical policing needs, this study focuses on human resource management issues in police stations during the new era. Proceeding from value and requirement perspectives, it proposes establishing a comprehensive process management system for police stations, improving closed-loop management of officer recruitment, training, and promotion, strengthening the dynamic and practical orientation of performance evaluations to invigorate teams, building smart policing HR platforms, advancing data-driven precision management, and aligning with grassroots operational needs to achieve optimal personnel-resource allocation. This research provides theoretical references and practical pathways for resolving human resource dilemmas in police stations and enhancing grassroots governance capabilities.
