Xia Weixin (Jintan District Environmental Sanitation Management Office, Changzhou City, Jiangsu Province 213200) Abstract: Against the backdrop of the intelligent era, institutional units face an urgent need for digital transformation in human resource management. With the rapid development of technologies such as artificial intelligence, big data, and cloud computing, traditional personnel management models can no longer meet the requirements of modern organizational development. Digital transformation enables the construction of intelligent human resource management systems, facilitating real-time collection and analysis of employee lifecycle data to support data-driven decision-making in core functions such as talent recruitment, training and development, and performance evaluation. In the context of the intelligent era, leveraging digital technologies to promote the digital transformation of human resource management in institutional units can reshape the talent management models and service paradigms of public administration departments. This study adopts a perspective of intelligent development to explore the digital transformation of human resource management in institutional units, aiming to strengthen policy-driven initiatives and enhance the quality of human resource management in these units.
