With the rapid development of technologies such as artificial intelligence, big data, and cloud computing, traditional personnel management models can no longer meet the requirements of modern organizational development. Digital transformation enables real-time collection and analysis of employee lifecycle data by constructing intelligent human resource management systems, providing data-driven decision support for core functions such as talent recruitment, training and development, and performance evaluation. In the context of the intelligent era, leveraging digital technologies to promote the digital transformation of human resource management in institutional units can reshape the talent management models and service modalities of public administration departments.
