Abstract: This paper analyzes the significance of digital transformation for public institutions in terms of efficiency in personnel and labor resource management, talent development, fair distribution, and management innovation. It identifies existing issues in public institutions' personnel and labor resource management and proposes specific optimization strategies from multiple dimensions, including updating concepts, improving systems, and strengthening data management. The aim is to provide valuable references for the modernization and transformation of personnel and labor resource management in public institutions.
