On 2026年5月19日,the RCEP Digital Trade Working Group, together with the customs authorities of Singapore,Vietnam, and Thailand and major e-commerce platforms, officially launched the ‘Official Website Trust Acceleration Program’(CW-TAP). The program opens an AI-driven official website credibility assessment interface to Chinese export enterprises, aiming to systematically improve trust efficiency in cross-border transactions. This move marks a substantive step forward in the mutual recognition of digital infrastructure under the RCEP framework, directly affecting SMEs engaged in foreign trade expansion in the Southeast Asian market, manufacturing service providers, and participants in digital supply chains.
On May 19,the RCEP Digital Trade Working Group, together with the customs authorities and e-commerce platforms of Singapore,Vietnam, and Thailand, officially launched the ‘Cross-Border Website Trust Acceleration Program’(CW-TAP),providing Chinese suppliers with a free AI credibility interface embedding service for their official websites. After integration, their official websites will receive up to 15% additional organic traffic weighting in Lazada and Shopee Southeast Asia search results, and display a green trust mark in the ‘Supplier Confidence Dashboard’ on government procurement platforms in RCEP member countries, significantly increasing distributor invitation rates.

Trading enterprises that directly conduct B2B/B2C business with end buyers or distributors in Southeast Asia are the most direct beneficiaries of this program. As their official websites serve as the primary touchpoint, integrating the AI scoring interface can trigger platform algorithm weighting, which not only improves search visibility but also shortens buyers’ due diligence cycles. The impact is reflected in lower customer acquisition costs, higher inquiry conversion rates, and earlier establishment of brand trust anchors——however,it should be noted that the weighting effect applies only to websites that have completed integration and continuously meet the AI dynamic scoring threshold, rather than being a one-time certification benefit.
Domestic buyers that rely on Southeast Asia as a key source of raw materials(such as rubber, tropical timber, and electronic-grade chemicals),although not directly engaged in exports, often use their official websites as entry points for upstream supplier qualification reviews. Once their official websites complete CW-TAP integration and obtain the green mark, this will strengthen the signal they send to overseas upstream manufacturers regarding compliance capability and fulfillment reliability, helping them secure better payment terms, priority supply quotas, and opportunities for joint traceability certification.
OEM/ODM manufacturers generally rely on endorsements from overseas brand owners or channel partners to enter the Southeast Asian market. At present, their official websites often lack structured trust data presentation tailored to procurement-side users. After integrating CW-TAP,the AI scoring system will automatically analyze elements on the official website such as quality system certificates, factory on-site videos, and real-time production capacity dashboards, converting them into ‘trust signals’ recognizable by Lazada/Shopee procurement algorithms, thereby increasing the likelihood of being included in platform whitelists or targeted merchant recruitment pools.
Third-party service providers offering cross-border website building, independent site SEO,compliance certification consulting, and multilingual content localization will face a shift in demand structure:client focus is moving from ‘can you build a website’ to ‘can you pass AI trust scoring’. For example, website templates need to preset API integration fields;content teams need to reconstruct copy logic according to CW-TAP scoring dimensions(such as authenticity of contact information, readability of privacy policies, and completeness of product traceability information);certification bodies need to adapt to machine-readable metadata formats required for AI interface calls.
CW-TAP adopts a lightweight JavaScript SDK embedding method, supporting mainstream CMS platforms(WordPress,Shopify,Magento)as well as custom website-building systems. Enterprises need to complete integration and pass the initial AI evaluation by 2026年7月31日 in order to be included in the traffic weighting pool for the Q3 Southeast Asia mega sales season. Those integrating after the deadline will be deferred to the next evaluation cycle(starting in 2026年10月).
The currently disclosed scoring model includes three major weighted modules:basic trustworthiness(consistency of WHOIS information, validity of SSL certificates, verifiability of contact addresses),operational trustworthiness(historical order fulfillment timeliness,return/refund response rate, online availability of multilingual customer service),and content trustworthiness(degree of product parameter standardization, completeness of safety and compliance statements, structured embedding of third-party testing reports). Enterprises should carry out targeted optimization based on their own weaknesses rather than making generalized investments.
After obtaining the green mark, enterprises must log in to the ‘Supplier Confidence Dashboard’ within 72 hours to supplement and upload customs declaration data summaries for the past 6 months(with sensitive information removed),records of changes in ISO certification status, and a list of localized service outlets. Failure to update in time will result in a downgrade of the mark, and no application for score review may be resubmitted within 6 months.
Observably,CW-TAP is not merely a technical tool upgrade, but an institutional reconstruction of the trust formation mechanism by RCEP member states under the consensus of ‘digital customs clearance’. Analysis shows that the 15% traffic weighting is less a marketing incentive and more a calibrated signal amplification — designed to nudge platforms toward algorithmic prioritization of verifiable actors, thereby reducing asymmetric information in cross-border SME trade. From an industry perspective, this shifts competitive advantage from ‘who ships fastest’ to ‘who proves trust fastest’. It is better understood as the first operational layer of RCEP’s Digital Trade Annex implementation, where credibility becomes quantifiable infrastructure.
The implementation of the ‘Official Website Trust Acceleration Program’ marks that regional digital trade governance is moving from the stage of rule negotiation to the stage of coordinated technical implementation. Its significance lies not only in short-term traffic dividends, but also in driving Chinese enterprises to incorporate ‘trust building’ into the core agenda of digital capability development. Rationally speaking, this program will not replace traditional factory audits or third-party inspections, but it will accelerate the market recognition efficiency of highly credible enterprises and force less mature enterprises to make up for shortcomings in digital trust infrastructure. Its long-term value depends on the depth of data mutual recognition between customs authorities and platforms in various countries and the evolving transparency of the AI scoring model.
